Suspect arrested again for exploiting elderly

SALT LAKE CITY (ABC 4 Utah) – A Sandy man is back in jail accused of repeating his crime with the elderly.
SALT LAKE CITY (ABC 4 Utah) – A Sandy man is back in jail accused of repeating his crime with the elderly.
Richard Clyse was charged with several counts related to exploitation of the elderly. In 2012, Clyse pleaded guilty to a similar charge and was ordered to payback nearly $200,000. Court records show Clyse was supposed to pay $500 monthly to his victims.
In this most recent charge Clyse is accused of scamming two elderly woman of more than $100,000.

“I know she gave him cash up front,” says Marsha Mclean, the daughter of the elderly victim. “He presented himself as very poor.”

She says Clyse claimed to be a handyman who could work on anything.

“He was lying and trying to play on her sympathies," she says.

Over the next four years, Clyse allegedly worked at the woman’s Midvale home repairing repairing the basement.

“She thought he was her best friend,” says Mclean.

But the victim's daughter says the work was terrible and complained to her mother.

"Nothing he did worked or was right,” she says. “It took a long time to convince her to do anything about it.”

Mclean had no idea how much her mother was paying Clyse. But prosecutors say it wasn't just her mom that was victimized.

“It's alleged that he took almost $78,000 from one and about $27,000 from another one, over $100,000 under the guises of promising to do things,” says Sim Gill Salt Lake district attorney.

Prosecutors say Clyse never delivered and was taking advantage of both elderly women.
Two years ago Clyse pleaded guilty to scamming another elderly woman and was ordered to pay nearly $200,000 in restitution.

“He was taking money from other victims and using some of that proceeds to pay for fines and restitution from the previous case,” says Gill.

Knowing her mother’s money may have been used to pay Clyse's debt angers her.

“I'm incensed by it,” says Mclean. “My mother was so taken advantaged of. She's always a very trusting caring person.”

Gill says he has a full time prosecutor devoted to elderly exploitation cases. He says his office also works close with the family justice center and the Salt Lake County Aging Services to help this age group. For more information visit:
