Police say he took the law into his own hands and is now facing felony charges.
Fugal was charged Wednesday with shooting a gun in public and criminal mischief. He’s accused of shooting at the cars of his neighbors and into the apartment next door.
One of his victims was Kylie Bagley.
"We heard a lot of gunshots, randomly," recalls Bagley, a stay at home mother living in the same complex.
She says she and her husband stayed inside when she heard the gunshots but the next morning the tires to her car were flattened.
"Actually two of our tires were (shot at),” says Bagley. “One went through and got a flat tire and the second one, it looked like it was going to get flat but just a bullet."
Across the way, a neighbor's SUV had its window shot at. Pleasant Grove police claim Fugal shot at his neighbors vehicles. According to police and a neighbor who befriended him, Fugal claimed to be protecting the neighborhood.
“It was because the big guy for the drug dealers was coming onto the property and he didn’t want them to bother anybody in this area," says Sharon Jiron who lives next to Fugal.
Moments before the shooting Tania Diaz says she heard a knock on her door. She claims it was Fugal.
“He asked us not to come out of the door because there was going to be a raid for drugs," recalls Diaz.
Police arrested Fugal after Diaz called 911. “He's now sitting in the Utah county jail.
Police and neighbors say they've never seen signs of drug transactions in the area. Bagley says she doesn’t need this kind of protection.
“It's scary,” says Bagley. “I don't really think he was protecting the neighborhood. He was probably protecting himself. It made me very nervous living here.”
