An investigation announced Thursday by Salt Lake County District Attorney Sim Gill found Officer Shane Conrad was not justified in firing his gun to get into a suspect's car, but was justified shooting rounds after that to stop the vehicle.
Conrad was investigating a prostitution case Oct. 28 when he identified suspect Dennzel Davis' car in a McDonald's parking lot.
Officials say Conrad was unable to open Davis' door by hitting the window with a gun, and he fired a shot to get inside. Davis was injured by another shot while he reversed the car toward the restaurant.
Gill is screening the case for possible charges.
