LAYTON, Utah (ABC 4 News) - A halter embedded itself in a horse's muzzle because it was left on the animal for about eight months.

Veterinarian David Hill in Layton removed the halter from the animal Tuesday at 4 p.m.

"We gave him a heavy sedation along with some pain relief and then we just cut the halter off and had to pull it out of the flesh wounds," said Kayscreek Equine Clinic Veterinarian, David Hill.

Hill says the halter was touching the horse's bone.

"We had to do a little minor surgery underneath his chin because the skin had actually grown through the halter to where it held the halter onto his head," Hill said.

Hill is revealing more details about what went wrong for the horse.  He says he has known the horse's owner for several years. "The owner is a responsible owner. He just didn't pay attention to the horse this winter.  I don't think he was the one that was actually feeding," Hill said.
Hill says someone other than the owner was feeding the horse and possibly didn't see the halter because the animal named Micky Bug is quick to run away.

Davis County Animal Services Director Clint Thacker filed a criminal citation against the owner for negligence and for pain and suffering.

"He'll have some personnel scarring but not like it looks now," said Hill.

Davis County Animal Control and other officials say they're withholding the name of the horse's owner to protect him or her from public retaliation.

Hill says the horse is on the path to a full recovery.

The horse was discovered Saturday when Patti and Brett Bass found the animal in a Farmington pasture.  They called authorities and launched an investigation.  This prompted the owner to take the horse in for surgery.
